Ditzy Doo a.k.a. Derpy Hooves
Ditzy Doo a.k.a Muffins but best known as Derpy Hooves, due to a strong internet fan-base that inspired the Hasbro team to adopt the name, is a female Pegasus Pony and one of the most popular background ponies of 'My Little Pony: Friendship is Magic'.

Originally Derpy's face shouldn't have even been visible in the scene that gave her her popularity since she was only a background pony just chosen from a palette and placed in the scene. Her face wasn't even supposed to be visible but due to a few layout changes during the editing phases, she was uncovered and surprisingly found to be one of the most loved ponies of the entire franchise. Jayson Thiessen who is the supervising director of the entire show actually was able to notice her expression and instead of opting for a quick fix to the scene, he was greatly amused and allowed Derpy's eyes to stay as is and to even opt to change the following episodes that had her visible and alter her eyes to keep her derp expression after seeing her popularity with the fans. The show's developer, Lauren Faust was equally as pleased to keep the changes in order to attend to the fans.
Before even Derpy was developed as a name, there was already mention of a "featherbrained" Pegasus named Ditzy Doo in the episode 'Winter Wrap Up' however, an appearance never was showed on-screen and that gave the team room to decide if that pony was ever to make an appearance, they would assign Derpy's design to that particular pony. Lauren Faust was delighted to then express that the name of the unnamed pony has been decided by the fans to be, Derpy Hooves.
As for Derpy's cutie mark, normally each mark would mean something special about that certain pony or pegasus. Derpy's shows six bubbles. However, since Derpy is just originally a background pony speculations say that there isn't much of a meaning to her cutie mark at all. However, there is some information with no direct quote or reference that possibly due to Faust's love of Bubbles from the Powerpuff Girls or because Derpy is a delivery pony for her occupation, it represents the bubble wrap she has her deliveries wrapped in. Many just agree that these bubbles just perfectly represents her bubbly and cheerful personality and her clumsiness, making her a bit of a 'bubblehead'.
The first time the name Derpy was acknowledged on screen was in the episode 'The Last Roundup' wherein the episode's writer did share that the original name that was supposed to be uttered via the script was actually Ditzy Doo but for the fan service she requested the name to be changed to Derpy. In her Bronies Documentary interview, Faust shared her notes that she saw Derpy as a kind of 'Harpo Marx' type of character wherein she doesn't speak and isn't really called to a name in order to give the fans a type of clean slate to the character giving them a mysterious palette to work their imagination from.
As for the fact that Derpy is still considered a background pony and background ponies don't normally carry names. Back when the Philippine studio was working on the show, they gave her different nicknames from Bubbles, Stoneface, Ditzy and Bubblehead. However, Bubbles is actual the name of a G1 Earth Pony. The Canadian crew on the other hand did accept the name Derpy. There has been much talk circling around Derpy's name however the IDW Comics editor Bobby Curnow stated back in June 21, 2014 that Derpy is not her official name and she does not have an official name.
Since then, Derpy has been an integrated part of the My Little Pony franchise with her 'Where's Waldo' type of character in the series wherein every fan awaits to see her face in the crowd.
